Out of six possible approach vehicles the best one is Submarine Kosatka. This is an obvious choice, since you already own the submarine and it's great for stealthy gameplay. Use it to approach the drainage tunnel and break into the compound.

I've given up and selected this, and it's still allowed me to enter via the main gate with the Supply Truck and guard disguises, but I've never been able to choose an entry point directly. Link to post
The island is never mentioned by name in the characters' dialogues. This may mean that Cayo Perico's name came at the end of the development of the DLC. Most dialogues refer it as "paradise".
The head of security has the safe codes on them, take them out to retrieve the code. Head back to the elevators, you can either kill the guards or simply run to get out of the casino.

You also forgot a pair of bolt cutters at the north dock. There’s a large flammable drum you can climb on with a ladder to get bolt cutters at the top. Its behind the east-most building on the north dock. When entering through the north dock you’ll be facing it.
After completing the heist as host, players can return to Cayo Perico and attend the party in free roam. It's not possible to explore the island while the party's going on. Mission Appearances
Carefully go to the tower, head through the gate, and climb the ladder to get on the upper platform. You will find the box on your right, solve the puzzle to hack it, and gain access.
Now that all of the Prep missions are completed, we're ready for the Heist Finale. At this point, you can select any of the missions you have prepared, and even hire a Support Crew to assist you during the mission.
